Tender Compliance and QA Checklist: Never Miss a Requirement

A technically strong tender response can be eliminated in minutes if it fails to comply with the submission requirements. Non-compliance is the most preventable reason for losing a government tender, yet it accounts for a significant proportion of unsuccessful bids.

This guide provides a comprehensive compliance and quality assurance checklist you can apply to every tender response before submission. Print it, pin it to your wall, and use it every single time.

Why Compliance Matters More Than You Think

Government procurement processes are governed by strict rules. Evaluators are required to assess responses against defined criteria, and in many cases, they are required to exclude non-compliant responses regardless of their technical merit.

Common compliance failures include:

  • Missing a mandatory attachment
  • Exceeding page or word limits
  • Failing to address a mandatory criterion
  • Submitting in the wrong format
  • Missing the deadline

Each of these can eliminate your response before the evaluation panel reads a single word of your technical content. Compliance checking is not a minor administrative task — it is the foundation of every successful submission.

Phase 1: Pre-Writing Compliance Check

Before you start writing, confirm these items:

Eligibility

  • [ ] You meet all mandatory requirements listed in the tender (certifications, insurance, licences, ABN)
  • [ ] You can comply with all conditions in the draft contract
  • [ ] You are not excluded from tendering due to conflicts of interest or previous sanctions
  • [ ] Your insurance coverage meets the minimum levels specified

Submission Requirements

  • [ ] You have noted the exact closing date and time (including time zone — usually AEST/AEDT)
  • [ ] You understand the submission method (online portal, email, physical delivery)
  • [ ] You have confirmed file format requirements (PDF, Word, Excel, or as specified)
  • [ ] You are aware of any file size limitations
  • [ ] You have noted page or word limits for each section
  • [ ] You understand the required response structure

Administrative

  • [ ] You have registered on the relevant procurement portal
  • [ ] You have downloaded all addenda and amendments issued after the initial RFT publication
  • [ ] You have noted the clarification question deadline and process

Phase 2: During Writing — Content Compliance

As you write, check these elements:

Evaluation Criteria Coverage

  • [ ] Every evaluation criterion has a corresponding section in your response
  • [ ] Sections follow the same numbering and ordering as the evaluation criteria
  • [ ] Each criterion response includes specific evidence, not just general claims
  • [ ] Mandatory criteria are clearly and explicitly addressed (not assumed from context)
  • [ ] Desirable criteria are addressed where you can demonstrate capability

Technical Content

  • [ ] Your proposed approach addresses every requirement in the Statement of Requirements
  • [ ] Key personnel nominated in your response are available for the contract period
  • [ ] Certifications, accreditations, and qualifications claimed are current and verifiable
  • [ ] Case studies and references are relevant to the tender scope
  • [ ] Referees have been contacted and have agreed to provide references

Pricing

  • [ ] The pricing schedule provided by the agency has been used (not substituted with your own format)
  • [ ] All line items are completed — no blank cells
  • [ ] GST treatment is consistent and clearly stated
  • [ ] Pricing is consistent with the approach described in your technical response
  • [ ] All arithmetic is correct (check totals, subtotals, and any calculated fields)
  • [ ] Any assumptions underpinning your pricing are clearly stated

Returnable Schedules and Forms

  • [ ] Every returnable schedule in the tender package has been completed
  • [ ] All declarations and statutory forms are signed and dated
  • [ ] Conflict of interest declarations are completed honestly
  • [ ] Referee details are current and include contact information as specified
  • [ ] Financial information requested has been provided (statements, credit references, etc.)

Phase 3: Pre-Submission QA

Compliance Final Check

  • [ ] Response is within page or word limits for each section
  • [ ] Font, spacing, and margin requirements are met (if specified)
  • [ ] File naming conventions are followed
  • [ ] All required attachments and appendices are included
  • [ ] Response structure matches the structure specified in the RFT
  • [ ] The submission includes all volumes or parts requested (technical, pricing, administrative)

Content Quality Check

  • [ ] Executive summary accurately reflects the full response
  • [ ] No contradictions between sections (e.g., team size in technical vs. pricing)
  • [ ] All claims are supported by evidence within the response
  • [ ] Acronyms are defined on first use
  • [ ] Company name and project references are consistent throughout
  • [ ] No placeholder text remains (e.g., “[insert case study here]”)
  • [ ] No references to other tenders or agencies from reused content
  • [ ] Contact details are current and correct

Proofreading

  • [ ] Spelling and grammar check completed (and manually verified — do not rely solely on spell-check)
  • [ ] Table of contents page numbers are correct
  • [ ] Cross-references within the document are accurate
  • [ ] Headers and footers are consistent
  • [ ] Table and figure numbering is sequential

Phase 4: Submission

  • [ ] Response uploaded or submitted via the specified method
  • [ ] Submission completed before the closing time (aim for several hours early)
  • [ ] Confirmation receipt saved (email confirmation, portal receipt, or screenshot)
  • [ ] A backup copy of the submission saved to your records
  • [ ] If submitting via email, file sizes are within any stated limits and all attachments are included

Common Compliance Failures and How to Avoid Them

Missing Addenda

Agencies frequently issue addenda (amendments) to tender documents after the initial publication. These can change requirements, extend deadlines, or provide additional information. If you downloaded the documents on day one and never checked again, you may be responding to outdated requirements.

Prevention: Check the tender portal for addenda at least twice: once mid-way through your response preparation and once two days before the deadline.

Incorrect Pricing Format

Submitting your pricing in a different format than requested — even if your format is clearer — can result in non-compliance. Evaluators need to compare pricing across all bidders using a consistent format.

Prevention: Always use the agency’s pricing schedule template. If you need to provide additional pricing detail, include it as a supplement, not a replacement.

Exceeding Page Limits

If the tender specifies a 20-page limit for your technical response, page 21 will either not be read or will cause your entire response to be deemed non-compliant.

Prevention: Set up your document with page limits from the start. It is much harder to cut content at the end than to write concisely from the beginning.

Late Submission

Tender portals often experience heavy traffic in the final hour before closing. Technical issues at this point can mean your response is not received on time.

Prevention: Submit at least three to four hours before the deadline. There is no scoring advantage to submitting at the last minute.

Unsigned Declarations

Many tenders require signed declarations (conflicts of interest, compliance with conditions, etc.). Missing signatures are a common oversight in the final rush.

Prevention: Include declarations in your compliance checklist and check them during your final review.

Making This Checklist Work for Your Business

Adapt this checklist to your needs. Add items specific to your industry, remove items that do not apply, and store it where your team can access it for every tender.

The ten minutes you spend running through this checklist before submission can save you the hundreds of hours wasted on a non-compliant response. In government tendering, compliance is not the finishing touch — it is the entry requirement. Get it right every time.

If you are monitoring multiple tender opportunities across different portals, tools like Australia Tender Alerts help ensure you are aware of new tenders and their closing dates, giving you maximum time to prepare compliant, high-quality responses.
