Current insurance certificates (public liability, professional indemnity)

Most tenders require $10–20M public liability. Professional indemnity is expected for consulting and IT. Get certificates ready to attach.

Financial references or statements available

Government evaluators assess financial capacity. Have your last 2 years of financial statements and a bank reference letter ready.

WHS management system or policy

A documented WHS policy is required for most contracts involving physical work. Formal systems like AS/NZS 4801 or ISO 45001 score higher.

At least 3 relevant case studies or project references

Referees and case studies are the strongest evidence in tender responses. Document outcomes, not just activities.

Qualifications

ISO certification (9001, 14001, 45001, or 27001)

Not always mandatory but increasingly weighted in evaluation. ISO 9001 (quality) is the most commonly requested.

Relevant industry licences or accreditations

Builder's licence, security licence, electrical licence, etc. — whatever your industry requires. Check state-specific requirements.

Prequalified with at least one government scheme

State prequalification schemes (e.g., NSW construction prequalification) open access to higher-value tenders.

Indigenous procurement certification (if applicable)

Supply Nation certification or equivalent gives access to Indigenous Procurement Policy (IPP) opportunities worth billions annually.

Experience

Previous government contract experience

Prior government experience is a strong evaluation factor. Start with smaller contracts to build your track record.

Delivered similar scope/scale projects

Demonstrating relevant experience at a comparable scale is typically the highest-weighted evaluation criterion.

Key personnel with relevant qualifications and experience

Name the people who will deliver the work. Include their qualifications, years of experience, and relevant project history.

Requested debriefs from previous unsuccessful bids

Debriefs improve win rates from ~12% to ~34% over time. Always request one — agencies are required to provide them on request.
